Phase One (42 Days):


1. Temporary Suspension of Military Operations:


Both parties will temporarily cease mutual military operations.


Israeli forces will withdraw eastward, away from populated areas, to a zone along the border in all regions of the Gaza Strip, including Wadi Gaza (Netsarim Axis and Kuwait Square).




2. Temporary Suspension of Aerial Activity:


Military and reconnaissance aerial operations in Gaza will be suspended for 10 hours daily.


On days when hostages and prisoners are released, the suspension will last 12 hours.




3. Return of Displaced Persons and Withdrawal from Wadi Gaza:


a. By Day 7 (after the release of 7 detainees):


Israeli forces will withdraw completely from Al-Rashid Street eastward to Salah Al-Din Street.


Military installations in this area will be fully dismantled.


Displaced persons will begin returning to their homes (unarmed during their return).


Residents will have freedom of movement across Gaza, and humanitarian aid will flow through Al-Rashid Street from Day 1 without obstacles.



b. By Day 22:


Israeli forces will withdraw from the central Gaza area (especially the Netsarim Axis and Kuwait Square Axis) east of Salah Al-Din Street to a zone near the border.


Military installations will be dismantled completely.


Displaced persons will continue returning to their homes (unarmed) in northern Gaza, with ongoing freedom of movement for residents throughout the Strip.



c. From Day 1:


Adequate and intensified humanitarian aid will enter Gaza, including relief supplies and fuel (600 trucks daily, 50 of which carry fuel, with 300 allocated for northern Gaza).


This includes fuel for power plants, commerce, debris removal equipment, and rehabilitation and operation of hospitals, health centers, and bakeries throughout Gaza. Aid will continue in all phases of the agreement.





4. Exchange of Hostages and Prisoners:


a. During Phase One:


Hamas will release 33 Israeli detainees (alive or deceased), including women (civilians and soldiers), children (under 19, excluding soldiers), elderly individuals (over 50), and injured or ill civilians.


In return, Israel will release an agreed number of prisoners from its detention facilities based on the following:



b. Hamas will release all Israeli civilian detainees alive, including women and children (under 19, excluding soldiers).


In exchange, Israel will release 30 children and women for every Israeli detainee released, based on lists provided by Hamas, prioritizing longest-held prisoners.



c. Hamas will release all female Israeli soldiers alive.


In exchange, Israel will release 50 Palestinian prisoners for every Israeli soldier released.





5. Schedule for Hostage and Prisoner Exchange During Phase One:


Day 1: Hamas will release three Israeli civilian hostages.


Day 7: Hamas will release four more Israeli civilian hostages.


Subsequently, Hamas will release three additional Israeli hostages every seven days, starting with women (civilians and soldiers). All living hostages will be released before transferring any deceased bodies.


Week 6: Hamas will release all remaining civilian detainees included in this phase.


In return, Israel will release an agreed number of Palestinian prisoners based on lists provided by Hamas.


By Day 7, Hamas will provide information on the number of Israeli hostages to be released during this phase.



Week 6:


After the release of Hisham al-Sayed and Avraham Mengistu among the total 33 Israeli hostages agreed upon, Israel will release 47 prisoners rearrested following the Shalit deal.


If the number of living Israeli hostages to be released does not reach 33, the shortfall will be supplemented with bodies from the same categories.


In return, during Week 6, Israel will release all women and children (under 19) detained from Gaza after October 7, 2023.





6. Conditions for the Exchange:


The exchange process is contingent upon adherence to the agreement's terms, including cessation of military operations by both sides, Israeli troop withdrawals, return of displaced persons, and delivery of humanitarian aid.


Released Palestinian prisoners will not be rearrested on the same charges.


Israel will not rearrest released prisoners to serve the remainder of their sentences.


Released Palestinian prisoners will not be required to sign any documents.
